This bill was originally referred to the House committee on Agriculture, Chesapeake and Natural Resources. The bill passed when localities agreed to a language change keeping it permissive, and a language change providing either civil or criminal penalties.

Summary as introduced:

Permits to sell companion animals; civil penalty.  Provides that localities must require any dealer or person operating a pet shop to obtain a permit, and imposes a civil penalty of $500 for any violation. Currently, localities may require such permits and the optional penalty is up to a Class 3 misdemeanor. "Dealer" means any person who, in the regular course of business, for compensation or profit, buys, sells, transfers, exchanges, or barters companion animals.
