On 2/5/05 this bill was amended, changing the administration of moneys collected from the Planned Pethood Clinic, to the Virginia Federation of Humane Societies.
On 2/9/05, Delegate Dudley indicated that the bill language would again be changed so that moneys would go to the counties from which it came, to dispense to local spay/neuter clinics, similar to the Animal Friendly License Plates program.
On 2/15/05, the bill was reported out of the Senate Finance committee, but the language was NOT changed - VFHS will be the recipient of any moneys collected.
On 2/17/05, the bill passed the full Senate on a vote of 39 - 1 (Cuccinelli was the only nay vote).
Summary as introduced:
Income tax; checkoff for Spay and Neuter Fund. Creates a special fund in the state treasury known as the Spay and Neuter Fund into which designated income tax refund contributions shall be deposited. Such moneys are to be administered by the Planned Pethood Clinic for spay and neuter surgeries throughout Virginia. This is not a new checkoff.
